Illegal for kids to play unsupervised?

:) Yes this is a shameless plug but I'm still on a mini-rant about this topic and want to learn if I'm completely off base!

I found this on my news feed yesterday: A mom was arrested for "child endangerment" for allowing her 2 kids (ages 9 and 6) to ride their scooters in front of their home on a quiet cul-de-sac! (She claims she was watching them from a chair in her yard. Neighbor claimed they were unsupervised.)
