    VENT!!!!

    I'm in Canada, so we are supposed to have a year long maternity leave where we get Employment Insurance. Secondly, I work for the provincial government, so we are supposed to get a "pay supplement" after receiving EI, to receive 95% of our salary for up to 3 months.

    I called up my pay and benefits person in early August to ask for forms and such I need to fill out. 2.5 weeks later I hadn't received anything. I emailed again and received the forms I had to get signed by my doctor. I sent in an email as well, informing everyone when I planned to leave (assuming my due date was Sept 19).

    This was all I had ever had to do for the past 2 maternity leaves. I thought I was done.

    I called again just to confirm, and the pay and benefits person said that I hadn't sent in a form for my leave. I said "what form? I asked you to send me everything I needed." "Oh, the form that everyone has to fill out." How helpful... I finally found it. I had never had to fill it out before, but hey, I had plenty of time still (it was end of August and I was due Sept 19). I filled it out and added it to the folder of stuff to be signed by my supervisor.

    I was then sent another couple of confusing forms. I called my pay and benefits administrator right away because they were confusing. It was about how I would pay for benefits while I was away and had some confusing stuff about number of months but had "52" as in - number of weeks... We fixed it up. I printed the fixed up version out and added it to my folder of "maternity leave" papers.

    Well, Leo came early. 2 weeks and 5 days early!

    I applied for Employment Insurance. I went in to work a week later and signed my papers and faxed them in. I went in again last week and faxed in some other papers.

    I got on my online account for Employment Insurance, and my work hasn't sent in it's copy of the forms yet - which has to be done within 5 days!

    I called and left a message. I received a phone call to call back, so I did.

    My pay and benefits administrator proceeded to tell me that it was my fault that they hadn't done the paperwork, because I hadn't sent in the forms... huh? I did 2 weeks ago! Then she said, oh she had some of the forms but not others. Then she told me I had sent them to the wrong fax number. I told her that I had used the exact same fax cover sheet and hence fax number for all faxes sent - simply changing the number of pages on the bottom of the page. She then told me that I wasn't eligible for the supplemental pay because I was only back at work for 11 months, not a full year - and I had never been told this before!

    So, it seems that everything is my fault!

    I ended simply telling her I had to go. Baby was crying (as was I).


    All this came after the appointment with the midwife because Leo is not BFing well. He won't latch on for any length of time and simply spits out my nipple after about 20 seconds. Even if he does nurse, it's not a tight or deep latch. He demonstrated superbly at the MW's. Plus, he isn't even gaining 0.5oz a day - which is the minimum of the minimum... She said it would take a minimum of 10 days to get in with a lactation consultant, but that in the meantime we had to get him eating... So I agreed to try pumping after feeding him, and supplementing his feed with the bottle... but I'm really not happy about that and very worried that he won't want to go back to BFing... My MW said that she'd never had that happen to any mom's she'd suggested it to, but that it was a possibility.


    The good news is that I managed to pump 1.5 oz after nursingLeo when I returned home, and that he sucked almost all of it down right away... Then fell soundly asleep and I haven't heard from him since...

    I feel you on the paperwork and incompetent HR people! My HR department likes to hide the fine print somewhere deep within their website and then claim that I should be aware of their policies because it's all right there on the web. Could DH take over making phone calls so you can avoid the stress? If you really need the money you could always show up in person with Leo in tow. Who could say no to a lady with a baby?!

    I'm sorry BFing isn't going well. If you're worried about nipple confusion, what about using one of those supplementation systems instead of a bottle? I can't remember what they are called but it's essentially a syringe attached to a thin tube that you place next to your nipple. That way he gets nourishment AND latch practice. You could probably find a syringe and plastic tubing at a medical supply store.

    I'm in Canada as well - your HR and benefits people SUCK. You need to have worked a minimum of 600 hours in the 52 weeks prior to your mat leave starting in order to qualify. The top up should follow suit, though I'm in Ontario and don't work for the provincial government.

    That's what I thought too - and the number of hours actually changes depending on wat area of Canada you live in surprisingly!

    Anyway, I think the "logic" is that usually you have to work for the gov't of AB for a year before their benefits plan takes effect - i.e. if you only work there 11 months, they don't have to pay you. If I'm on maternity leave then "technically" I'm not an employee of the gov't since I'm on Employment Insurance, even though I "technically" also worked there since 2006... Since I came back to work after being on maternity leave in November 2009, I technically wasn't an employee until then, so I haven't worked a full year (though I started in 2006).

    Confused yet? I am.

    DH suggested I call the union and ask them some questions...

    How can the Provincial Government have different qualifying standards that what the Federal Government has set out based on the "Who is Eligible" and "Qualifying Periods" listed here: http://www.servicecanada.gc.ca/eng/e...cial.shtml#Who

    Which for you, I think, would be the bolded in this quote:

    Qualifying period

    The qualifying period is the shorter of:
    • the 52 week-period immediately before the start date of a claim, or
    • the period since the start of a previous EI claim if that claim had started during the 52 week-period.
    because the start of your last maternity leave was more than 52 weeks ago.

    I agree with calling the Union.

    Actually, it's not different for the provincial government to qualifying for EI, it's to qualify for the supplemental pay for 3 months - where they top up your salary to 95%. I will get EI no matter what my job pays me. It's just frustrating that I was expecting an extra pay for 3 months and I was told yesterday that that was not going to happen...


    HOWEVER, I did speak to the union this morning and they think that my pay and benefits person is wrong and that I should get the supplement... We'll see how that goes. It looks promising.

    I forgot to update on Leo here:
    Update Sept 23 10am:
    Well, I managed to pump an extra 1.5oz after nursing twice, and Leo sucked it down. He slept well last night too, and had a great feed (no pumped supplement) at 4:30am. He's pooped about 5 times since I started this supplementing, and despite getting more angry when he's hungry, the increase in food and poops has me optimistic. Plus the fact that he's nursing better in general (on the left side).

    I forgot to add that Leo actually burped last night and a bit of milk came up! First time that happened! So I guess he did get full. Now, little guy, let's increase the size of your stomach...
