Raise it with spending cuts. A quarter of the cuts to the defense budget, a quarter to discretionary, and half to the entitlement budget.

No the debt limit should not be raised, and the government should lower its spending and spend more efficiently.
One thing they can start right away on is the post office. They lose about 25 million dollars a day! ref: here
I'm not necessarily saying to eliminate the post office, but that they need to work on how they run it.
Another great idea would be to stop giving aid to other countries for war etc. All the departments need to change their spending mentality. It's just disgusting how they want to raise taxes yet don't want to change their spending ways.

The post office loses a lot of money every day due to have to pay a health payment for future retirees and they are the only government entity that is required to do that. It also doesn't help that they tried to close many rural post offices that didn't have a lot of activity but there was great opposition to that.
Someone is going to be unhappy about every spending cut. At some point you just have bite the bullet and do it anyway.

I totally agree with this. Why should they get paid when they aren't doing their job?

The added condition to the short term extension bill aims to force the Democratic-led Senate to pass a budget–something the upper chamber hasn't done in four years.
"That is a shameful run that needs to end, this year," House Speaker John Boehner said in his closing remarks at the retreat, according to excerpts provided by his office. "We are going to pursue strategies that will obligate the Senate to finally join the House in confronting the government’s spending problem."
Building onto that, House Majority Leader Eric Cantor said in a statement that if the Senate or House fail to pass a budget in three months, members of Congress "will not be paid by the American people for failing to do their job. No budget, no pay."
