Again, it's a pool. You have to pay for things you may never use in order for insurance to work properly. It's not an a la carte deal.
One insurance company, pre ACA, had BCP's at no cost. Costs went down. Women with medical issues were feeling better (think endo) and less unplanned babies and maternity costs. Win win.

This is the deal. I feel like I was just sold a lemon car that I did not have a choice in buying. "Costs will go down by $2,500 per family". Um no. That did not happen. "If you like your insurance you can keep it." Um no. That did not happen. Instead, I am stuck with either a plan that I can not afford or a low plan with a very high deductible and maximum out of pocket that will not cover anything until my deducible is met (after $1,400 which I am sure we will go through fast). I went from having many plans to choose from each year to no choice. Because there is a work option plan, no matter how bad it is, we do not qualify for anything directly under Obamacare. On top of that, a month into this, we still can not look directly at the Obamacare plans and will not be able to until after open enrolment is over for this year. I am frustrated. As are millions of other people.
