    Default Clipping mask help

I am going CRAZY here trying to get a picture into a template. I understand what clipping masks are, but I can't for the life of me figure out how to open up a picture to drag it onto the template.
I know I'm supposed to drag the open picture over the template, then right click on the layer where it's going, click on create clipping mask, and poof. But seriously, I can't even get a picture to open in the same page as the template. Does that make sense? I can toggle between pictures, but not open the second picture into the first.
    Someone please help! Using CS4.
